Working in many organisations has brought to light the 'selective' nature of some managers and organisations, it would seem that some will pick and choose parts of the ITIL framework that will solve a particular problem and after painstakingly implementing it, are left wanting, unfulfilled, and generally believing that ITIL doesn't work.

ITIL works, and works well, as a framework and as a methodology, but it has to be whole, adopted and implemented, good and bad, A tripod with only two legs doesn't work, the same applies to ITIL! if there are areas in your systems and processes that are less than functional only by implementation of the WHOLE framework will you firstly be able to see the gaping whole, and secondly be ably to fix it.
